Change s to a Government Contract can occur by a unilateral writing of the Contrac ting Officer, or through Government action/inaction. Any change in work spe cifications, a change in delivery methods, or any other action which impact the cost or time to perform the Contract – often both – entitles a Contrac tor to relief. When a Change presents itself, the Contractor must act to pr otect itself, principally by noticing the Contracting Officer. Without prov iding a timely Change Notice, the Contractor may be left without its availa ble contractual remedies. After notice, the Contractor must request an equi table adjustment to the Contract. If that request is denied, the Contractor may file then seek its remedy by filing a Claim with one of the Boards of Contract Appeal or the Court of Federal Claims.
